OP - if you are someone who avoids confrontation, then try to get your dog to avoid that yard. If you're not, then your pearl-clutching prude of a neighbor can just live with the horror, the horror, of existing in the same space as dogs.

But isn't this even worse than the dog going on grass? Because now people and other dogs walking on the street or sidewalk can step in poop residue. (fyi, I'm one of the few here who thinks it's perfectly acceptable for a dog to go on grass next to the street or sidewalk, as long as the owner picks it up.)
