We don't feed Deal but I'm pretty sure the kids are somehow at Deal now.
So not a random address, but not one with any legitimate connection.
I do not believe this story. There has been a moratorium on foreclosures in the District for quite some time now. They are just now starting to issue title policies for foreclosures. There were not any foreclosures in all of DC 2 years ago.

Show me one Foreclosure in NW DC since late 2010-late 2014. Not a DIL but a foreclosure. I manage foreclosures.
I don't know the exact legal status of the house, it may not technically be a foreclosure. But it's boarded up and no one has lived there for a long time.

This method you are proposing -more of the Middle Ages, French/Spanish/Italian Inquisition type- might be used as an instrument of harassment and discrimination. How would a family feel after being accused by 7 families dozens of times because, for example, they simply don't like them?
FWIW, we have been shut out every single year we have applied to the lottery, so no, I am -obviously- not a cheater.
