If you've followed the coverage of mass shootings, it's clear that the mental health system failed several of the assailants. I am not aware that race has anything to do with it. As I recall, the Navy Yard shooter (black) was clearly loco and yet everyone ignored the warning signs and issued him a security clearance anyway. A diagnosis of mental illness should does not mean no legal consequence for the perpetrator, but that's for the courts to sort out. I have no idea whether the gang banger toughs at the zoo event have been black, mentally ill, just bad seeds or what. All I know is that there have been problems in recent years with the event, and it's past high time to fix it.
