I believe the PP was talking about the principal who started the second school year at YY. She was the parent of a student in the school the first year YY was in existence.
The first year of the school's existence, one of the specials teachers definitely lived in Maryland and her child attended the school without paying tuition. The family moved to DC in the school's second year of existence.
