That's like my neighborhood in Bethesda. At least your neighbor waited 5 minutes past 9. My neighbors start at 9 sharp, and there is usually a chorus that follows after that first one gives start. It's like they are all just waiting with their hands on the ignition handle for it to turn 9. I am an early riser so don't mind actually.

OP, I haven't read the entire thread but I believe I caught a few posts where you can't believe that early Sunday morning is the only time someone can mow their yard. I can tell you in our case early Sunday morning is typically the only time my DH can cut the lawn.
