I disagree. Jeff Cup only cares about ECNL teams. Or pre-ecnl teams. If you aren't in that league you get placed whereever they need to fill a spot.
The Jeff Cup placement is a very good indicator of how they stack up to their competitors. This is clearly a team that has done well in a club where the girls' side isn't competitive nationally, but no one who knows soccer would call them #1 in the nation. 2014 Surf, FC Dallas, Legends, Slammers, Match Fit, MVLA, So Cal Blues, Beach, Sting, SLSG, etc. would like a word. Credit where credit is due, the 2014 PSAs have outperformed all other Potomac girls' teams in recent history but they would struggle against the real top teams. There is nothing wrong with that, but marketing themselves as #1 is pretty silly. It seems that the girls themselves know that, as multiple players plan to leave next year.

vs MVP FC 0-4 loss
vs Cleveland Force 0-3 loss
