You need to head to a communist country for all of this. Many of these items were free in Eastern Europe under communism.

Make half of the population stop being elitist snobs; make the other half of the populations stop mocking the elitist snobs.

I'm not sure about number three.
Home rule.
Dumbest idea ever.

— plant even more trees to increase shade in less well off areas. Eliminate concrete jungle feeling downtown… will also help freshen the air.
— I’m all for more security on metro and on buses. Teens at school dismissal can be extremely rough and fights break out. They made a huge mistake redoing the bus lines in my opinion. There are fewer, less convenient stops and more infrequent service. And if money was no object— make buses free.
— no camping/sleeping in or near libraries and playgrounds. Have a shuttle that bounces people to homeless shelters, and regularly picks homeless off the street.
- spray for mosquitos!
- rat abatement
- crack down on slumlords/abandoned property
-eliminate food trucks at the national mall
What's wrong with food trucks at the National Mall? Do they attract pests because tourists/patrons don't clean up after themselves? Is it another issue? We don't really use the food trucks other than an occasional ice cream treat, but I am not bothered by them.

DC will never compete with cities like Paris, London, Tokyo, etc. I mean, come on, how could it better somewhere like Tokyo? That's not a dig on DC, it's just reality.
That said, to make DC truly better, it needs a growing private, private sector, more eclectic architecture and urban design, and a focus on improving safety and education (including better higher education institutions).
