the only problem with that map is that parts of PA and VA would likely want in...and what would happen to the college football conferences? Because that matters to a lot of MAGAs.
The big problem with the map is Colorado and New Mexico. They would want to join California but are cut off. Maybe a deal could be reached with Mexico for free movement? Texas has a very strong independent movement. They will not join California movement to Canada but would leave at the same time.
I think most people would be very excited and supportive of this.

Putting aside the legal issues, how would they actually do that? People and companies send their federal taxes directly to the federal government. They don’t go through the California state government first. So how would California “withhold” it?

The courts with jurisdiction are in California.
Pass a law requiring all businesses in California to pay all federal withholding/taxes into an escrow managed by the state to be used to pay the federally legislatively allocated funds. Shift the burden of compliance from individuals to the state.
