They didn’t think on campus would be available since it was not in recent years (yes, waitlist moved in summer but not until July which was really risky to pin your hopes on). But I suspect that will change in upcoming years now that people know rooms are available. Plenty of students used to stay on campus for four years and off campus housing is limited and not great.
There were lots people still searching for off campus housing a couple months ago knowing very well there was lots of availability on-campus. There just was no interest.
Likely because they wanted to live off campus. That doesn't mean all do.

Landlords will need to up their game and professionalism because campus housing for upperclassmen now has solid competition with new on campus dorms.
I really just can't imagine most juniors and seniors choosing to live with a roommate for 4 years and an all access meal plan instead of a kitchen. Singles are still basically unavailable to anyone who doesn't have accomodations. At least for my child and their friends, a nicer dorm still doesn't make up for privacy and independence.
I lived on campus at W&M for all four years. Roommates and most comprehensive meal plan all the way through. It was fantastic!
It's more expensive for a worse experience. One year of living in a nice dorm + the all access meal plan is $14437.
Almost nowhere off campus would be more expensive even when you add in grocery costs.
I don't think there's any real competition. Some people don't want the additional responsibilities associated with living off campus. But otherwise who's going to pay more for less?
I think quite a few kids view living on campus as more of the college experience they prefer. It isn't just amenities and responsibilities.

I thought the residential experience was great and I would do that all over again. It made all the difference.
