There were no freshman dorms where I went so the ages were 18 - 23 yrs old. Our floor was all female dorm. I had a triple room with one girl but after the first week a 28 year old female moved in with us. She moved to another room after a week because we were too loud for her. Students switched rooms unofficially during the first two weeks

It is very creepy and weird to ask for on-campus UNDERGRAD housing at 37 years old. This is not mentally stable behavior, it's just not.
There might be exceptions but I think pp is generally correct.

I would approach it as Being Over 21. Dude can buy alcohol. Even if campus is dry, he can. Even if it would be against housing policy, he has access. So, not age discrimination to segregate Over 21

Honestly, I wouldn’t want a 37 year old woman as my son or daughter’s suite mate either. They are at different stages of life. It’s inappropriate. The older person should have a single or be in grad housing. They are probably 15 years older than even the Residential Advisor.
I lived in grad housing in law school. I was older than some of the grad students who hadn’t taken time off between college and grad/law school. The difference in maturity was glaring. I was still in my late 20’s. Some of my law school classmates were late 30’s. We got along and studied together. The gap between them and the 21/22 year olds was huge.
Housing messed up and needs to fix it. It isn’t fair to all involved. Maybe this 37 year old is on serious financial aid and is afraid to make a stink because they don’t want to risk losing their aid. Who knows. Raise hell and let them know you’ll go public with the story if necessary.

I would be at the college/ university housing office myself, in person, every day until this is resolved.
Of course, I think your friend's daughter was asking for trouble by signing up for "gender neutral" housing in the first place, but this is beyond even that low bar.

Anyone willing to summarize? My question is what is room setup? Is it kid was going to have a set roommate and so 4 known people were rooming together with 2 known people per room and the rooms open to main shared living room? Or rooms open to hallway? And what happened is one kid took time off so now the other 3 kids living elsewhere and this kid got an unknown 37 year old roommate. Is it 2 twin beds in 1 room or is this each has own room and those rooms open to shared living room or hallway? A lot of open housing has it so everyone gets single room and then rooms open to shared space or to hallway.

This is how I remember the Dateline or whatever murder trial show was like. Everyone bending over backwards to be so "nice" to the old creep student living with much younger age-appropriate undergrads. Well, turned out the old creep was violent and I want to say murdered one of the roommate's girlfriends? Or maybe it was another male roommate. I can't remember.
