This is all wrong. There are not "STEM Flagships". STEM is VERY broad and many schools invest significantly and have strong programs in specific areas. Of the schools you list as STEM Flagships, I don't think the argument holds water very well for VT, Michigan State, Texas A&M, and NC State. It holds better for Georgia Tech, but there are likely areas where Georgia has strengths. You would have to make more refined arguments rather than a broad, sweeping statement like "x isbetter for STEM. An example could be Michigan State or Texas A&M are better for agricultural sciences than Michigan or Texas respectively.

The better question is how schools may compare for specific objectives. Better pre-med? I would look at counseling, teaching, class size and availability, likelihood of getting a good reference from faculty, opportunity for mentored research, apples to apples medical school acceptance rates if available, etc. Better if an advanced degree in a field is the goal? I would look at many of the same factors for pre-med would apply and whether there is a strong record of graduate school admissions.

False premise. As someone else indicated, top Virginia STEM talent does not go to Virginia Tech. Some of it does, but certainly not most. A higher number of TJ grads go to UVA and W&M than to VT, and TJ is the top STEM high school in the state.
