I wonder if you know much about soccer in this country? Almost nobody would get recruited to play college ball from a HS team. If you want to play in college, you generally must play on a private club team as they are much more competitive and they travel to important tournaments where coaches recruit. Nobody recruits from high school teams unless you are like some immigrant phenom with top .0001% athletic ability and the WaPo is writing articles about you.
Dude. This is just not true. My sister got recruited to play college soccer and offered a scholarship from a scout watching her high school team.

DCPS rules - You can play on another DCPS team if your DCPS school does not have a team/that sport. So this kid could try out/play at JR or Walls if s/he wants to.
MacArthur has a team. The poster's lament is that the team is not J-R calibre.
