Just not sure that desperately flailing out apps to mediocre schools is a better approach than year off or community college. Among other things, if the OPs daughter is concerned with what her friends would think about community college, the girl might balk at CNU or ODU for the same reason.

We are in MD. Strong STEM interest
I agree applying RD and there are some good schools listed earlier for STEM (Michigan, Wisconsin, GMU, Rose-Hulman, WPI, etc...)
Most of these schools are reaches with a 3.7 TO from MD public school, especially for STEM. OP needs to go down a tier or two.
My kid with a 3.1 gpa got in after his EA application was moved to RD. He went to a private school. I’d be very surprised if the OP’s kid didn’t get in.
