They did it in the 90s.

Do you have a source for this?
I originally heard an article/interview on WTOP, so I don't have the source. However, looking a the IRS summary for FY22:
From https://www.irs.gov/statistics/collections-activities-penalties-and-appeals#:~:text=In%20Fiscal%20Year%20(FY)%202022,transfers%20(Table%2025XLSX).
Highlights of the Data
In Fiscal Year (FY) 2022, the IRS collected more than $98.4 billion in unpaid assessments on returns filed with additional tax due, netting about $58.8 billion after credit transfers (Table 25XLSX).
The IRS assessed nearly $23.8 billion in additional taxes for returns not filed timely and collected almost $2.3 billion with delinquent returns (Table 25XLSX).
In FY 2022, taxpayers proposed 36,022 offers in compromise to settle existing tax liabilities for less than the full amount owed. IRS accepted 13,165 offers, amounting to more than $234.3 million, during the year (Table 25XLSX).
I do recall that the person interviewed said that the since the increase in staffing, the IRS has collected more in back taxes than previous years, probably since the slashes to the agency in the Obama and Trump years.
from the 1%-ners or from you and me?
Only going after those who make more than $400k annually. That's not me, is it you? And do you cheat on your taxes?
