But the worst jagoffs are the ones that don't even give you 2 seconds to move over, they just try some dangerous pass on the right move. Sometimes weaving all the way to the right shoulder and then back across to "their lane".

If they are unable to pay a fine, they can elect voluntarily to be methodically/scientifically beaten with instruments (rubber hose, sticks, lengths of chain, etc) by a volunteer squad composed of victims of previous DUI crashes. They would not be beaten to death. Every effort would be made to ensure they do not die. But they will receive a beating that they will be reminded of daily, for the rest of their lives.
I think that’s pretty fair. And generous, too.
