Back when I has an ES student, one had a tutor session right after school (dyslexia) and if I was not one of the first ones on line we would have been late. Yes, what the school and neighbors need to do is find a way to discourage parents from lining up early. What is wrong with people that they have to arrive so early? I'd much rather have my kid waiting in kiss and ride than me waiting on the street.
This is where a call to local police can help. There is a no idling law in VA, and there must be a no obstruction law. Since there is no shoulder, taking up the entire lane in a no passing zone while idling for 30+ minutes must be a ticketable offense. Imagine if a emergency vehicle came along.
It's so tight through this stretch and there is that almost 'small ravine' for a shoulder. I don't think an emergency vehicle could pass when this stack up happens from chesterbrook pool to St Dunstans.
