If someone has their fingers in there anyway you should have a membrane strip. It lowers the chance for going post dates. If you don't want to be in labor in the next 48 hours declining the cervix check is fine.

Agree 4.5 doesn't mean anything. I was 4.5cm, lost my mucus plug the night before I assume from breast pumping myself, admitted for an induction the next day and it totally failed. As a 2nd time mom. In another woman it might mean she is hours away from pushing.
