Maybe OP’s DD is at a private school that doesn’t cut anyone but only decides who is on V or JV, or is at one of those many weak MD public HS.
Our private high school had 3 rounds of cuts. Not a single Freshmen or Sophomore was put on Varsity. There were about 150 kids for 44 spots. Most kids are high level club/ecnl, etc.
