They definitely should. But those tests should not be counted in our test positivity rate.
I'm sorry, but...you aren't great at this. Certain people in the community shouldn't be 'counted' as having coronovirus, if they test positive for coronavirus, because that would...uh...change the community rate.
Also, you are proposing that only people with symptoms test.....which ignores all of the asymptomatic cases.
