Agree, unless she is genetically likely to be this height. A friend went around this age and when a scan revealed her growth plates were still open, received hormone injections and grew a few more inches.
She was (and still is) shorter than her sisters.

But 4'9 for an adult female is an issue, too.

To OP, I think your DD has some medical issue. Your are not *that* short, though your DH is, but still, I would not think your DD's adult height would be 4'9.
My mom is about height, and my dad is about 5'8. But my parents also faced chronic food shortage when they were younger (grew up in a war torn country). I'm the shortest of my siblings.
I would take your DD to an endo.
