Based on the fact that it is different based on vaccination status, I'd imagine that it will be extremely difficult to enforce for the over-12 kids. Since vaccines aren't mandatory and you aren't required to report vax status. Kids over 12 can just say they are vaxxed (as can teachers/staff).
Well, congratulations to you and your over 12 kids? For the many of us whose kids are too young to be vaccinated, this is a nightmare especially in combination with the lack of a virtual school option (I am fully in favor of eliminating virtual school, but you can't do that and then also enforce quarantines).
This demonstrates to me that DC still does not have a plan about how to really have a robust in-person school system in the fall (including likely excessive quarantining) and, of all things in the past 16 months, is the thing that will make me consider leaving the city.
