It's just more efficient. People can't back out of parking spaces. Obama had to mandate back up cameras on new cars because people don't know how to back out of parking spaces and we're injuring pedestrians.
I had the job I mentioned above and they required backing in. If you look around cops, ambulances and firetrucks are always backed in.

So, just to be clear here - you pull forward into the rear portion of their parking space to get as close to their bumper as you can, so they can’t get to the rear of their own vehicle - because you don’t like people who pull-through or back in.
