It wasn't SS residents filing all sorts of flimsy lawsuits to block progress of the PL. It is a bunch of scared white people in CC who are afraid people from PG will have access to their neighborhood. The PL will significant enhance the usability of the metro and cut down on transit times. In every single advanced country in the world with amazing public transportation, they have lines that go N-S and E-W so that transfers are more rapid. Go travel to Japan, SK, Denmark, Switzerland, Singapore, Hong Kong, or even China if you want to see 1st world infrastructure. The US is barely above Latin America at this point.

You know why the US' infrastructure sucks? Because the country has never been devastated by war or colonization. South Korea, Japan, Germany, etc. etc.....they all have fantastic infrastructure because they were obliterated by war and had to rebuild from scratch. While they were rebuilding they had common sense not to design their infrastructure around stupid cars, but actually around livable, walkable communities with mass transit. The only way the US will ever get up to speed is if our lands are devastated by war.
