To answer the question of how I know it’s the can. I’ve been in several of the nearby yards and the smell is strongest when in the part of the yards closest to the can. It’s pretty obvious.
The neighbor got the dog sometime in the past year.

We do (a small metal trash can with a lid, lined with a trash bag of course). We keep it in the backyard because that is where our dog poops- just easier. We take the bag out weekly then night before trash day.
It does not smell at all (except when we remove the lid of course).
That will eventually attract animals. Ew.
