Yes, I'm trying to keep this separate from screen time, which he usually gets before dinner.

Give him a roll of tape to play with. Scotch tape is normally pretty forbidden because they waste the whole thing. Give him some cardboard rolls, paper, and a tape dispenser and he will quietly create a disaster for the entire hour.
