For the OP, are you looking for rolls or for a loaf? The Korean/Chinese bakeries in the asian grocery stores always sell sandwich bread which is that same type of bread but I don’t know if they sell rolls. And I find Paris Baguette in HMart to be insanely expensive, so I’d recommend Lotte instead.
Where do you buy the dried milk powder?

I just tried https://shokupanusa.com, and I was blown away. They seem to make a more luxurious type of shokupan than other shops in the DMV, and I really liked their matcha as well.

I like this one in Rockville. Mostly asian clientele. The bread comes in thin and thick sliced. I go early in the morning as the milk bread sells out fast. If you call ahead, they might hold a loaf for you.

I got some recently at Sunday Morning Bakehouse in Pike and Rose in North Bethesda/Rockville. Don't have anything to compare it to but I liked it! Not sure how often they carry it, it was my first time seeing it there.
