Twins should be in different classes from the get-go, in most cases. Whether the issues are dependence, competition or being judged by the twin, it's just better for them to be in different classes.
The only reasons (IMO) to put them in different schools would be the same considerations other parents would make for siblings who aren't multiples. Specialized schools, reflections (esp. behavior), comparison to sibling, SN, etc.
