If you bike, you need to be perfectly smooth down there. When you are doing long distances (100+miles) straddling something hard and narrow there is a lot of rubbing, and even the tiniest amount of stubble can create horrible sores and boils. I've had some large ones and it's awful. I haven't done laser treatment, but my friends who have says it makes a world of difference.
Also, someone (like me) who has very pale skin but very dark hair will still have a visible "shadow" in that area even after shaving. If OP's daughter is an athlete that needs to wear bathing suits/leotards, etc. and also gets this "shadow" she might be more comfortable with a hair removal method that eliminates this.
