No, unaffiliated ECNL-R clubs will never make it into ECNL. ECNL is a closed league to club membership. There is no way for a club to play their way into ECNL. ECNL-R clubs/teams can earn the opportunity to play in one of the lower ECNL showcase brackets if they win their respective division but other than that they will not get into ECNL without a merger of sorts.
ECNL management has publicly discussed the possibility of relegating under performing ECNL clubs and promoting top performing ECNL-R clubs. Will it ever actually happen? Who knows.
Now that ECNL-R will include second teams from at least some local ECNL clubs it will be a good measure of how clubs stack up. I suspect the other VA ECNL teams will also place their second teams in ECNL-R in a year.
Personally would love to see FCV get ECNL and put Loudoun top teams in ECNL-R but don't think ECNL management will ever let FCV in.
