Yes, of course. We have a position that comes open every few years. The job description and places we seek applicants never changes. Yet, sometimes we get a dozen well-qualified applicants and sometimes only 1 or 2. If you happen to catch us in a down year, we definitely would at least consider an applicant that doesn't meet all of our criteria.
The job description is a wish-list only.

Thanks! I've been making it through multiple rounds of interviews only to hear that they went with someone with more experience, so I've been wondering if I am reaching too far.

Let me tell you as someone with more experience, they often tell me I have too much experience without meaningful progression. You reach out to the things you want to reach out, don't second guess what you want.
