It was on before the drag race started.
The way it works is it is recording constantly but it only saves what it is recording when it is turned “on” — and at that point it has the previous two minutes in short term memory— so it only turned “on” at the very end of the tape.

That seems very reasonable once they serve maximum sentences for aggravated reckless driving, sure.
