His wife is 7 1/2 months pregnant in a pandemic which has terrible consequences for birthing mothers. I wouldn't blame him if he didn't.
Also British funeral restrictions limit to 15 - not even sure if that includes the Queen's servants or not - she's always surrounded by dozens.
Even if they're nice and say that the 15 limit is just for the family mourners and the priest....that's 5 empty spots when you ignore Anne's absent husband and ALL of Prince Phillip's relatives who are direct descendants of the union between him & Elizabeth.
Bottom line - its a tight list.

They can’t - the UK is still under strict Covid lockdown. They ‘just’ opened up weddings to 6 people and funerals to 15

The current national lockdown rules on attending funerals mean services are allowed to go ahead with no more than 15 mourners.
