Ummm most teens would do stupid teen stuff like underage drinking, smoking pot, maybe light shoplifting. No one is disputing that we need to be more lenient on that stuff with teens/people in general if not repeat offenders. Most teens would not commit random assaults or muggings or kill a guy in a carjacking. Wtf is wrong with you that you think that kind of stuff is normal.

You are welcome to list anything that should result in a more lenient response. Just please don't include muggings, carjackings, and murders. Those should not result in lenient consequences for anyone.

I agree with PP that black kids were disproportionately charged for crimes such as shoplifting, pot smoking, etc. as compared to white kids. But the solution to that problem is not to just give all crimes committed by minors a lenient sentence/response.
