Reminder that even if the laws of the state allowed this, the laws of physics don’t.
Please use a correctly installed and fitted seat for your child in every car every time.
Also, it’s better to use a seat on the plane as well. Get a lightweight travel one. Cosco scenera is a great option.

You could get a cheapie and gate check it too.
all airlines allow you to check a carseat and stroller for free, plus you can usually carry on a diaper bag in addition to the usual hand luggage allocation.
buy a cosco scenera car seat, they are super light, cost 48 dollars at Walmart. you can use it to get to the airport, check it right at the ticket counter. do the same on the way back.

OP, I’ve done Uber that came with a car seat before, it was very convenient (I also did not want the hassle of bringing a heavy car seat especially because I was traveling alone with the kid aka no extra hands, and used a cares harness for the plane- much easier). Have a backup plan in case the reservation doesn’t work out.
Because a toddler on your lap for any length of time, let alone 10-15 minutes, is not the norm in 2021.
Maybe she’s a FTM. Maybe she just doesn’t know. She’s reaching out for advice. Chill.

You can call the taxi company at Dulles - I think Washington Flyer - and schedule your taxi ride with a car seat. I have done this many times.

I got a lightweight not too expensive car seat for traveling. Then I got this thing on wheels that the car seat straps in. Put kid in that and wheeled him thru the airport like luggage. And my luggage in the other hand. Did this dozens of times

I agree with never ride without a car seat, though some big two year olds might not need one on plane and it makes a tight squeeze of you have a large car seat.
First choice, drive yourself and park.
Second choice, Uber plus car seat option (slow extra time)
Third choice, is your two year old but enough for a bubble bum? Not generally an ideal fit, but better than nothing.
