My 10 year old went from a 16 to a womans small/medium this year. Sh is very tall for her age 5'5") so needs the length.
FYI-Target does sell some things in size 18 but they are mostly online only.

I used to love their reversible girls suits. They were so simple, functional and attractive. I’m so annoyed they discontinued them. They seem to be discontinuing all the good stuff and making generic pastel colored that’s identical to what they sell at the department stores. Last year they discontinued the tank tops too. So annoying! I keep hoping they’ll go back to tgey great stuff tgey used to have, but realistically I just need to find a new place to shop.

Just home from an attempted shopping trip with 12 year old dd and so glad to see it’s not just us. So frustrating! And all the styles are either big sweatshirts or crop tops. Grrrr! I dread bathing suit shopping!

Often a women’s xxs or xs is smaller than a 16 (smaller waist anyway).

I’m a pp who suggested racing suits. This is where DD gets almost all of hers. She’s picky and we’re still always able to find something that works.

My kids liked the suits from Primary. Very plain and comfy. If I remember right, they ran a little bit big.

You might want to try teem stores like American Eagle, pac sun, aerie and hollister, especially online. They are made for that body type and age group.

If you're in/near Arlington, Sport Fair has a ton of quality swimsuits that are sporty and not to girly.

I was going to suggest racing or practice style suits. My 14 yo prefers them even for recreational swimming because they fit well. Nike, Speedo, Arena, Dolfin Uglies, and Jolyn are popular brands. We usually get them at a specialty swim shop but I’ve gotten a good deal on Amazon as well.

Dolfin Uglies come in both girls and womens sizing. They seem to have zero support, and could fit a flat or nearly flat chest at many womens sizes.

I think Dick's, etc, sell them, but you can also order online. They are one and two pieces that are not super modest in the back (at least in women's sizes), so the teens like them.
