Mike Flynn has to pay the military nearly $40k for his violation of emoluments rules by receiving payments from Russia. They have not even gotten into his work with Turkey yet. The payback will be in the form of withholding his retirement pay.

Less than 10% of what he received from foreign operatives. It doesn't sound punitive at all, and encourages others to do what Flynn did and get away with it financially.
