Because by the time you hit U15, it’s not a serious program anymore. 7, 8 players at a practice. Half the team prioritizing other sports, activities. C.C.L. is a great environment for players of varying skills and abilities that do not have ambition to play beyond high school.
But if you are a girl and a soccer player, ECNL is the place to be and the GA not far behind it.

Not True, CCL is a very good league. My Club is based in Virginia and we usually have 2-3 Division 1 signings per year. We also usually have a couple of Division 2 signing along with numerous Division 3. Just because a person had a bad experience does not mean the leagues is "shitty". Just sounds more like ignorance.

So authoritative. Actually players can move from ECNL club to ECNL club mid-season with the approval of the clubs on both sides. Rare, but it happens.
