I mean, you're right that he has no formal official power to make it happen. But its also naive to think he can't use his bully pulpit to effect change. He can. And, through the use of punitive measures, he can leverage that bully pulpit even more.
There's more than one way to skin a cat and his power doesn't end with what's strictly written in the law.
But I think you already know that; you just want schools to stay closed.
