Jeff Cup organizers also have to account for teams from same state, especially VA teams. They have clubs from 10 different states and they all don't want to travel (covid or no covid) to play in lower tiers when cup organizers place all VA teams together. Also, I hope we don't play VA teams... talk about a boring tourney as we see them all year. They take what they believe is the best club(s) - at most two - from a state and then mix them up. They use many ranking systems and the manager submitting a sheet on why the club believes they should be in a higher tier. We had to put the teams we've beat and prior tournament placement. Cup organizers have had team names for months now and have broke it down to those clubs deserving of the championship flight and so on. Jeff Cup is one of the tippy top tourney's for girls/women, so this isn't taken lightly.
If you notice, Jeff cup always puts two virginia teams in the top bracket for both boys and girls, regardless if they belong there. Also, when you have a lot of similar level teams, the bracket between the second and say the fourth can be very similar. EDP Fall cup which brings some of the best non-ecnl teams has similar brackets, except they don't require a New Jersey team to be in the top bracket.
