Wow, WaPo just dropped this bombshell. DoD stripped DC Guard of their weapons, then head of National Guard was refusing to let DC and MD send reinforcements. They knew Congress was going to be attacked and left them naked.

That's JUST not how it works. If you would like it to work that way, you need to change a lot of laws and chains of command. And the bitching this summer about National Guard in DC has left the DOD EXTRA cautious and scrupulous about proper authorization.
