Reduced revenue doesn't help, but it's just a fight between two owners, both of which need each other, to determine who gets a bigger share of the revenue. The Virginia side property owner and the ferry owner both need to agree on how to split the revenue because they each own part of the whole of what's needed for the ferry to operate.
Hard to know who's being unreasonable without knowing the revenues and expenses involved.

Two problems with this. First, business did not fail. Second, who put the Trump sign up -- Ferry owner or VA land owner?
