They few that I have seen that have outdoor leagues were:
Alexandria Futsal playing outdoors - Team or individual
Vienna Soccer
Soccer Fiesta - South Run Field House - Teams
LMVSC - Teams
Bethesda Futsal Outdoor - Team or Individual
All I could find if anyone else knows of others feel free to add

If any of them cared about kids and families and development, they would be training and playing year round. ‘Winter’ leagues and activities are just another excuse to charge people more for what should already be paid for under annual fees. Good clubs know this and do indeed train and play throughout the winter. Crappy clubs create new ‘opportunities’ for families to give them money during the year. Beware of clubs who are constantly offering and charging for new programs and activities, it means they are short-shrifting the regular soccer programs and training.
