Well...I think Biden's campaigning message throughout the pandemic was to get the country back on course in terms of COVID and the economy first. For example, on trade deals, he said the US needs to focus domestically first before reaching out to other countries for FTAs. I didn't hear him prioritize any of the climate change or other issues before COVID or the economy. You're just raising a straw man.
Secretary Kerry announcing we're rejoining the Paris Climate Accords is definitely a prioritization.
I haven't heard Biden or his Treasury Secretary announcing a new Covid Relief Act being brought to the floor and voted on in Congress. Where is that?
Congress is considering this relief right now. I would assume that Pelosi/Schumer are in contact with Biden's team. As far as Biden and Yellen offering something new/different - that would be a huge, weird disconnect. Whatever this current bill does not address Biden can pursue after the Inauguration. Hopefully with a Democratic Senate.

Sorry I wasn't alive in 1918 but as far as I recall no other administration has come in the past 100 years with a death toll of 300,000+ Americans from a pandemic + 10% of the working population unemployed.
