Montgomery County has a $5.8 billion (with a b) operating budget. $280,000 per year is literally a rounding error.
Council staffer here. It's a million because they each hire a bunch of staff.
OK. So spend $6 million instead of $6.5 million on leaf vacuuming, and $16.3 million instead of $16.3 million on patching potholes, and there you go.

I think it's just possible that the "county council sucks" attitude that's so dominant here doesn't actually represent the majority of voters.
