A 3.5 GPA and Algebra II does not measure someone's interest in science and technology nor their capability in learning at a high level in those subjects. That's why the lottery is a joke.
Stop presenting this as if every kid with a 3.5 gets put into the lottery. Students will have to opt in. That's how you gauge interest.
