I'm sure that's how they are spinning it, but they are not offering hybrid, they are offering in-person classes to a small percentage of kids. Most kids in DC will not even have the option of in-person instruction under their plan.
DCPS just sent an email out to staff saying they looked again at the hybrid plan and decided that kids would get less instruction if they implemented it.

Wow, while that is true there is a BIG difference between instruction time in person and instruction time DL. Give me fewer in person hours any day. And I agree what DC is doing can't be called a partial re-opning. I would call it that IF it was a first step towards more kids getting to choose in-person at least part-time, but it is not.
