They had hotel rooms for more than 4 months at the start of the city shutdown. It cost the city millions when tax revenues have dropped over 90%.
Its for financing projects like this that Nancy Pelosi was fighting for the HEROES Act. You can't shelter someone with NO MONEY.
By the way Las Vegas had its homeless sleeping in outlined boxes on the tarmac surrounded by 40-story hotels so at least D.C. did something.

Many have addiction or mental illness issues. They don't want help even though the resources in DC are vast.

These were things all told to me by various homeless people I interact with for my job. They have def. had an uptick in homeless dying not just from the virus itself but from the side effects of it as well.
This I don’t buy. DC is overflowing with resources for the homeless. World Central Kitchen (founded by a DC resident and Michelin-starred chef) alone has given out 900,000 meals.
They’ve done the same in multiple cities - Newark got 600,000 meals. And DC has dozens upon dozens of similar non-profits giving out food.
You “don’t buy” the possibility that there are actually some homeless people that might have difficulty learning about and accessing resources?
Take two days. Leave your wallet and your phone at home. No cash, no fare card. Where will you spend your time? What will you eat? How will you clean yourself? What happens when you need a toilet? Where can you sleep safely? What happens if you have a medical issue? Even as a thought experiment I bet you’d have difficulties. The reality of even a weekend might be instructive.
