Your reaction is over the top. Unless you find other suspicious things around their working relationship, a 1:1 lunch during work is not out of the ordinary.

The drinks thing and the restaurant thing are weird.

I'm a relatively recent divorcee, with many couple friends, and I almost never text the "husband" without including the "wife."

Sometimes it feels awkward, because previously I would have just texted the "husband" if the thing I was asking about pertained to only them (like a soccer team we both coach), but now I always include the wife.

The neighbor sounds lonely and lost, which is sad, but your DH should not be a stand-in for male companionship. It is not appropriate for her to create a social relationship with him alone that includes drinking and dinners.

If you have known her a while and she's really a decent person I would chalk this up to loneliness. DH should decline future solo meetings, but maybe you both can check in with her from time to time. I hope she finds her way through the grief.
