Yes, one person can return all three. It's just a drop box with a poll worker sitting next to it. They don't verify anything when you drop it off.

Virginia blew it with these mail in ballots. 4 pages of instructions, plus 4 envelopes, but check the updated website directions too or a WaPo article to inform you that you can ignore the WITNESS line right there next to your signature.

You do realize that if you have a witness sign your envelope, your vote will still count, right?
