Vote for what, precisely? Conservative jurists will support structures like this because they're the foundation for charter schools and therefore their education platform of "school choice". They'll say something about "merit" because they want to appease rich people, but in the end, they like charter schools and as such will not rule lotteries as unconstitutional.
